Disclosing Activities to DOD

What to Disclose

Biosketch requirements vary depending on the DOD component and the particular funding opportunity. Refer to the individual announcement for specific proposal requirements. It is recommended that investigators include all paid or unpaid positions with non-profit or commercial entities or academic or research institutions, including honorary positions, affiliated positions, joint positions, participation in foreign government-sponsored talent recruitment programs, and relevant honors.

When to Disclose

Biosketches are generally required to be submitted at the time of proposal, but updates may be requested as part of interim reports or when significant changes occur. Refer to announcements and award terms for specific requirements.

Current and Pending Support

What to Disclose

All key personnel listed on proposals for grants, cooperative agreements, Technology Investment Agreements and other non-procurement transactions are required to disclose all current and pending support, including domestic support and any foreign support or foreign engagements:  

  • all current projects the individual is working on
  • any future support the individual has applied to receive, regardless of the source
  • title and objectives of the other research projects
  • percentage per year the individual will devote to the other projects
  • total amount of support the individual is receiving or will receive for each project or proposals
  • names and addresses of the agencies and/or other parties supporting the other research projects
  • period of performance for the other research projects

As of August 9, 2024, individuals participating in a malign foreign talent recruitment program are not permitted to serve as a covered individual on a DoD award. Failure to submit current and pending support information may cause the proposal to be returned without further review. DOD also reserves the right to request further details from a proposer before making a final determination on funding the effort.

DOD proposals for other types of awards may have other disclosure requirements. Check the program solicitation for specific requirements and contact the relevant Sponsored Program Officer with any questions.

When to Disclose
