Working with DOD

Review recent announcements by DOD regarding undue foreign influence at U.S. institutions:

• The National Defense Authorization Act for FY 2019 stated that DOD shall “establish an initiative to work with academic institutions...to support protection of intellectual property and controlled information...and to limit undue influence, including through foreign talent programs, by countries to exploit United States technology."
• March 20, 2019 memo outlined disclosure requirements for Key Personnel on DOD grants and contracts
• September 20, 2022 memo established the Defense Science Board Task Force on Balancing Openness and Security Across the DoD Academic Research Enterprise
• June 29, 2023 statement on Countering Unwanted Foreign Influence in Department-Funded Research at Institutions of Higher Education included a decision matrix to inform fundamental research proposal mitigation decisions
