Disclosing Activities to DOE

The Biosketch and Current and Pending Support must together include all sponsored activities, awards, and appointments, whether paid or unpaid; provided as a gift with terms or conditions or provided as a gift without terms or conditions; full-time, part-time, or voluntary; faculty, visiting, adjunct, or honorary; cash or in-kind; foreign or domestic; governmental or private sector; directly supporting the individual’s research or indirectly supporting the individual by supporting students, research staff, space, equipment, or other research expenses

DOE may have NOFO-Specific Biosketch and Current & Pending Support instructions. Always review the NOFO and follow any specific instructions. 

Biosketch

The biosketch is used to provide information to evaluate the PI’s potential for leadership with the scientific community. Examples of areas of interest are invited and/or public lectures, awards received, scientific program committees, conference or workshop organization, professional society activities, special international or industrial partnerships, reviewing or editing editorship activities, or other scientific leadership experiences.

What to Disclose

  • professional preparation (e.g., educational degrees)
  • organizational affiliations and appointments
  • all academic or institutional appointments, paid or unpaid, and whether full-time, part-time or voluntary
  • professional appointments that were active during the previous three years
  • current or pending participation in, or application to, programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs (Disclosure placement may be contract dependent)
  • a list of products that demonstrate the individual’s qualifications to carry out the project as proposed 

When to Disclose

Biosketch information is required at the time of proposal. Updates to the information may be requested as part of interim reports or when significant changes occur. Refer to the award funding notice and award terms for specific requirements.

Current and Pending Support

What to Disclose

PIs and senior/key personnel must disclose:

  • involvement in foreign government-sponsored talent recruitment programs
  • all current and pending resources made available, or expected to be made available, to an individual in support of the individual’s research and development efforts, regardless of whether the source is foreign or domestic, whether the resource is made available through Ohio State or directly to the individual, or whether the resource has monetary value
  • in-kind contributions with an estimated dollar value of $5,000 or more, directly supporting the individual’s research and development efforts, not intended for use on the project/proposal being proposed, and having an associated time commitment. Examples include such as the provision of office or laboratory space, equipment, supplies, employees, or students
  • current or pending participation in, or application to, programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs (Disclosure placement may be contract dependent)
  • consulting that falls outside of an individual’s appointment; separate from the institution’s agreement. For example, when any of the following scenarios apply: i) the consulting activity will require the senior/key person to perform research as part of the consulting activity; ii) the consulting activity does not involve research, but is related to the senior/key person’s research portfolio and may have the ability to impact funding, alter time and commitment efforts, or otherwise impact scientific integrity; or iii) the consulting entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement
  • postdoctoral scholars, students, or visiting scholars who are supported by an external entity, whose research activities are not intended for use on the project/proposal being proposed and have an associated time commitment
  • travel supported/paid by an external entity to perform research activities with an associated time commitment
  • startup company based on non-organization-licensed IP 
  • startup packages from organizations other than Ohio State

Details and/or supporting documentation of any obligations, contractual or otherwise of any source of support must be provided on request, including certified translations of any document.

Current and pending support must be signed, dated and certified to indicate it is true, complete, and accurate.

When to Disclose

Current and pending support is submitted at the time of application. Notifications of changes to current and pending support must be provided within 30 days of the change, or consistent with the program office instructions.

Any new PIs or other senior/key personnel must submit current and pending support disclosures and obtain DOE approval prior to joining the project team. 

Facilities, Equipment and Other Resources

What to Disclose

  • institutional resources, such as core facilities or shared equipment that are made broadly available
  • in-kind contributions with an estimated dollar value of $5000 or more that support the research activity for use on the project/proposal being proposed 
  • current or pending participation in, or application to, programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs (Disclosure placement may be contract dependent)
  • postdoctoral scholars, students, or visiting scholars who are supported by an external entity, and whose research activities are intended for use on the project/proposal being proposed

When to Disclose

Facilities and resources are disclosed at the time of proposal. Any new contributions should be disclosed in progress reports.
 

FGTRP Certification

In certain circumstances, DOE requires the university to notify DOE of any project personnel who are active in a “foreign government talent recruitment program” (FGTRP) sponsored by a foreign country of risk. When necessary, Ohio State will request that personnel participating in DOE awards complete the DOE FGTRP Certification form and submit it to the Office of Sponsored Programs.
