Authorization to Seek Off-Campus Funding

Any faculty member proposing to undertake a sponsored program must complete the "Authorization To Seek Off-Campus Funds" (ePA-005). This form requires signatures from the department chairperson, center or institute director, and college dean. Approval of each of these offices indicates that the proposal has been evaluated in accordance with the policies of the University with respect to disclosure of sponsored programs information. Those policies are based on the following principles:

The proposed sponsored program must demonstrably support the instructional and research objectives of the department, centers, and institutes in which the program is to be conducted. Proposals for sponsored programs that may result in unusual sponsor limitations on disclosure of information will be reviewed weighing the needs and benefits against the costs and restrictions to determine their acceptability.

The University does not accept sponsored programs with restrictions that would prohibit: (a) disclosure of the sponsor; (b) existence of the sponsored agreement; or (c) adequate review of the appropriateness of the sponsored program to academic pursuits of the University.

The University, in concert with the principal investigator, department, and college, will seek to minimize any sponsor restrictions on publication and scholarly communication imposed by those sponsored agreements.

The Graduate School does not accept theses or dissertations containing materials developed under a sponsored program in the theses or dissertations are restricted from publication. Publication, for this purpose, includes depositing the manuscript with the Graduate School, cataloging by the University Library, and microfilming and distribution by University Microfilms.

The University will accept sponsored agreements at the request of the federal government that go beyond the immediate research interests of faculty members and their academic units only under the most pressing demands of national interest and welfare.
